FIRE Melts ICE

This is a semi-satirical comic about a near-future US dystopia where a supercharged ICE has pushed people to the breaking point. Vigilante groups form to fight back against this federal encroachment. One of these groups is called F.I.R.E (Foundation for Immigrant and Refugee Equity), and it began as a legal rights nonprofit, but when the VD Chance admin outlawed all nonprofits, they became freedom fighters.
